    This Ordinance Supplements Act No. 5, 1970, to define the powers of Ministers and to Specify the functions of Ministries and other Government bodies, as amended. The Ministry of Labour, Social Affairs and Housing is specifically entrusted with employment planning, training, social welfare, and developing the cooperative movement. Detailed provisions cover the administration and structure of the Ministry, which comprises 5 departments, namely, Labour, Social Affairs, Housing, Co-operation and Administrative and Financial Affairs. The functions of each department are spelt out. Act No. 8, 1982, to make provisions for the organisation of the Ministry of Labour and Social Affairs is repealed.
