Les citoyens de la Communauté ont le droit d'entrer de résider et de s'établir sur le territoire des Etats membres. Les modalités de mise en oeuvre de ces droits seront établies par étapes au cours d'une période de 15 ans. Les Etats se réservent le droit d'interdire l'entrée aux "immigrants inadmissibles" aux termes de leur législation. L'entrée sur le territoire d'un Etat de la Communauté pour un séjour de moins de 90 jours n'est pas subordonnée à la présentation d'un visa. Si le séjour est prolongé au delà de 90 jours, le migrant doit obtenir une autorisation de séjour. L'expulsion d'un citoyen de la Communauté doit lui être notifiée et l'Etat dont il est ressortissant doit être informé. Sa sécurité ainsi que celle de sa famille doivent être garanties et ses biens sauvegardés pour lui être restitués. Les coûts de l'expulsion sont supportés par l'Etat qui y procède. Le rapatriement d'un citoyen doit être notifié au gouvernement dont il est ressortissant et au secrétaire exécutif de la Communauté. Les dépenses y afférents sont à la charge de la personne rapatriée, ou, le cas échéant, de son pays d'origine.
