Details a plan of preparation for the profession and recognizes the importance of further education for teachers. Outlines working conditions and rights of teachers in educational institutions. Recognizes that all teachers, regardless of the type of school in which they serve, should enjoy the same or similar social security protection, including medical care, sickness benefit, employment injury benefit, old-age benefit, invalidity benefit and survivor's benefit.
