Chapter III sets forth provisions concerning appointment, transfer, promotion, qualifications needed for candidacy, swearing-in, punishment and appeal, suspension, and immunity from arbitrary dismissal. Chapter 4 regulates duties and powers of armed police. Chapter 5 deals with different crimes and punishments. Finally, Chapter 6 provides for armed police special courts and appeals.

A new section 2A provides for a Central Body relating to Employee Administration; a new s. 6A concerns the creation of civil service posts; and a new s. 7c prohibits the hiring of persons to perform civil service work on a wage or contract basis. Also amends sections concerning promotion, disqualification of candidacy, temporary appointments, transfers, deputation, evaluation, complaints, and retirement. S. 36 provides that non-gazetted and unclassified employees may form unions.
