    Provides for the proportionate representation members of parliament from ethnic minorities implementing the article 84 of the Constitution of Nepal of 2015 concerning proportional representation.

    Under the article, of the 275 House of Representative members, 165 members are elected through the First-Past-the-Post (FPTP) electoral system, with one member from each of the 165 electoral constituencies delimited based on geography and population. The remaining 110 members are elected through a proportional representation electoral system. In the State Assembly, 60% of members are to be elected through the FPTP system and 40% through the proportional system.

    The Laws adopted in 2017 implementing the Constitution ensure that women, Dalits, indigenous people, Tharu, Madhesi and other disadvantaged groups are represented in government.
