Repeals and replaces the National Women’s Commission Act, 2063 (2007). Protects the interests and rights of women and provides for their proportional representation in the State Assembly and Parliament in accordance with Articles 84 and 176 of the Constitution of 2015 as well as Part 27 (Articles 252-254) of the Constitution which establishes the Commission.

Provides for the proportionate representation of Muslim members of parliament implementing the article 84 of the Constitution of Nepal of 2015 concerning proportional representation. Under the article, of the 275 House of Representative members, 165 members are elected through the First-Past-the-Post (FPTP) electoral system, with one member from each of the 165 electoral constituencies delimited based on geography and population. The remaining 110 members are elected through a proportional representation electoral system.

Preamble:
Whereas, acknowledging the principle that each person is equal in terms of rights and human dignity, it is expedient to provide timely provisions to protect the right of each person to live with equality, freedom and human dignity by creating an environment where no untouchability and discrimination prevails on the ground of caste, race, descent, community or occupation in the name of custom, tradition, religion, culture, ritual or any other name, to make punishable to the acts of untouchability, exclusion, restriction expulsion, contempt or any other discriminatory act that is against humanity, to provide restitution (compensation) to the victim of such acts, to keep intact the national unity by strengthening the relationship subsisting among general public and to create an egalitarian society.

This Act repeals Number 10a of the Chapter of Decency (Adal) of Muluki Ain (General Code).

Establishes a Women's Skills Development Board with the purpose of training women and integrating them into business and income-generating services. For this purpose, the Board shall inter alia identify traditional skills of women living in the Taria and Himalayan regions, provide them with raw materials and arrange for export of traditional products, develop local technologies and arrange for financial assistance.
