    Regulates employment of children who have not completed 16 years of age. Employment of children who have not completed 14 years of age is prohibited. Makes provision for information to be furnished with regard to employment of children; approval to be obtained; certificates of eligibility to be obtained; hours of employment; remuneration and facilities; health and safety of children; dispute concerning age; register, inspections and removal from employment; penalties and appeals, as well as some related matters. Contains a list of hazardous work that is prohibited to employ children for.

    Establishes a Child (Development and Rehabilitation) Fund which shall have the function of developing and implementing programmes to provide for the intellectual and physical development of children who belong to the age group prohibited from working, as well as children that had previously worked in an enterprise. Inter alia, such programmes shall include day-care centres for children of workers.

    Prohibits guardians of children from letting them beg and the giving of money to beggers. Violations are punishable by a fine or three months imprisonment or both.
