    The Republic of the Union of Myanmar’s National Strategic Plan on HIV/AIDS 2016–2020 gave the strategic guide for the country’s response to HIV at national, state/regional and local levels. The framework describes the current dynamics of the HIV epidemic and articulates a strategy to optimize investments through a fast track approach with the vision of ending HIV as a public health threat by 2030. Myanmar’s third National Strategic Plan (HIV NSP III) issues a call to all partners to front-load investments to close the testing gap and reach the 90–90–90 prevention and treatment targets to protect health for all.

    This strategy builds upon Myanmar’s political commitment and the achievements of the previous HIV NSP II, and is aligned with the Three Ones principles and guides the country to focus on geographical, population and intervention priorities to ensure the greatest impact.

    Provides that before all marriages between Buddhist women and non-Buddhist men, the couple must submit an application. The registrar is to publicly display the application for 14 days, following which time, if there are no objections, the marriage may be solemnized. The husband must respect his wife’s practice of Buddhism, make no attempts to convert her, allow their children to freely practice their religion and refrain from insulting Buddhism. If he violates any of these mandates, the Buddhist woman may divorce her husband, and the husband will be forced to relinquish his share of jointly owned property and lose guardianship of their children.

    The Religious Conversion Law requires that a Myanmar citizen who wishes to change his/her religion must obtain approval from the Registration Board for religious conversion, set up in each township. The applicant must also undergo an interview and engage in religious study for a period not to exceed 90 days from the date of application, but extendable to 180 days at the applicant’s request. If after that period the applicant still wishes to convert, the Registration Board will issue a certificate of religious conversion. The law prescribes punishments for forced conversion or for applying to convert with the intention of harming a religion and includes penalties for violations of the Law.

    (d) carrying out the functions of the National Convention or drafting and disseminating the Constitution of the State without lawful authorization;
    (e) attempting or abetting the violation of any of the prohibitions." (Article 3)
    Penalities for violation of the law include imprisonment for a minimum of 5 years and fines.

    Governs the registration of private industrial enterprises. Chapter One sets definitions for use with the act. Chapter sets the law's basic principles. These include inter alia, to increase national production and GNP, to acquire technical know-how and to create employment. Chapter Three establishes the procedures and manner of registration of private industrial enterprises. Chapter Four establishes the Private Enterprise Coordination Body, which is designed to coordinate the development and improvement of private industrial enterprises. Part Five creates a Supervisory Body for the function of recommending the registration of enterprises and supervising the compliance of enterprises with the laws of Myanmar. Establishes that the body is to recommend registration of enterprises on the basis of inter alia, not being injurious to the health of the public in the vicinity of the enterprise, not causing harm to the health of its workers and not coausing harm to the local environment. Chapter Six sets the duties and rights of entrepreneurs. Chapter Seven establishes the powers of the Director General of the Directorate of Regional Industrial Coordination and Industrial Inspection. Chapter Eight establishes the powers of the State or Divisional Officer-in-Charge. Chapter Nine makes explicit the conditions under which registration may be invalidated. Chapter Ten sets appeal procedures in case of such invalidation. Chapter Eleven establishes the powers of the Minister of No. 1 Industry with respect to the act. Chapter Twelve establishes acts by enterprises which are to be prohibited and Chapter Thirteen sets the penalties for such offences. Chapter Fourteen sets miscellaneous provisions including granting the Ministry of No. 1 Industry with the power to make regulations for the purposes of carrying out the act.

It also sets out workers responsibilities including the responsibility to observe discipline, to protect the State, increase productivity. Chapter III provides that the government is to make rules concerning trade disputes. A people's workers' council is also to be created (Chapter IV).

These deal with: punishments; general exceptions; abetment; criminal conspiracy; offences against the state; offences relating to certain provisions contained in the constitution; libel against foreign powers; offences relating to the army, navy and air force; offences against public tranquility; offences by or relating to public servants; offences relating to elections; contempt of lawful authority of public servants; false evidence and offences against public justice; offences relating to coin and and government stamps; offences relating to weights and measures; offences affecting public health, safety, convenience, decency and morals; offences relating to religion, offences affecting the human body, offences against property; offences relating to documents and to trade or property marks; criminal breach of contracts of service; offences relating to marriage, defamation, criminal intimidation, insult and annoyance; and attempts to commit offences.
