    Amends the Penal Code, sections 15 (definition of imprisonment for life) and section 376 (penalty for rape). Rape of a woman over the age of 12 years old is punishable by a prison term of up to 20 years. For conjugal rape, the term of imprisonment is for a maximum of up to two years. For rape of a girl child under the age of 12 years old, the maximum term is life imprisonment.

    The Republic of the Union of Myanmar’s National Strategic Plan on HIV/AIDS 2016–2020 gave the strategic guide for the country’s response to HIV at national, state/regional and local levels. The framework describes the current dynamics of the HIV epidemic and articulates a strategy to optimize investments through a fast track approach with the vision of ending HIV as a public health threat by 2030. Myanmar’s third National Strategic Plan (HIV NSP III) issues a call to all partners to front-load investments to close the testing gap and reach the 90–90–90 prevention and treatment targets to protect health for all.

    This strategy builds upon Myanmar’s political commitment and the achievements of the previous HIV NSP II, and is aligned with the Three Ones principles and guides the country to focus on geographical, population and intervention priorities to ensure the greatest impact.

    Provides that before all marriages between Buddhist women and non-Buddhist men, the couple must submit an application. The registrar is to publicly display the application for 14 days, following which time, if there are no objections, the marriage may be solemnized. The husband must respect his wife’s practice of Buddhism, make no attempts to convert her, allow their children to freely practice their religion and refrain from insulting Buddhism. If he violates any of these mandates, the Buddhist woman may divorce her husband, and the husband will be forced to relinquish his share of jointly owned property and lose guardianship of their children.

    The Religious Conversion Law requires that a Myanmar citizen who wishes to change his/her religion must obtain approval from the Registration Board for religious conversion, set up in each township. The applicant must also undergo an interview and engage in religious study for a period not to exceed 90 days from the date of application, but extendable to 180 days at the applicant’s request. If after that period the applicant still wishes to convert, the Registration Board will issue a certificate of religious conversion. The law prescribes punishments for forced conversion or for applying to convert with the intention of harming a religion and includes penalties for violations of the Law.
