The competent authorities for the implementation, plan of action etc. of the Law are the Ministry of Health, Labour and Welfare (MHLW) and the Ministry of Land, Infrastructure, Transport and Tourism (MLITT).

    The National Personnel Authority must report on and recommend revisions concerning hours of work, holidays and leave of national public employees to the Cabinet, if necessary. The Prime Minister is responsible for maintaining consistency among the hours of work, holidays and leave of each Ministry. Each Minister must take into consideration not only efficient operations but also the health and welfare of employees when determining hours of work, holidays and leave. Basic conditions of work are 40 hours of work each week over a five day week, rest periods, national holidays and end of year and new year holidays, sick leave, 20 days of paid leave per year, unpaid family-care leave (to care for children and parents), and special leave (including child-care leave).

    The purpose of the Law is to promote the improvement of national health care and medical treatment by taking measures to obtain skilled nurses taking into account the rapid increase in the number of elderly people, and changing circumstances with regard to health care and medical treatment. Provides for guidelines for the education, training, and employment of nurses, and for the appointment, in each prefecture as well as at the national level, of Nurse Centers to give assistance to nurses, to investigate the nursing situation, and to provide training, information and counselling.     Law respecting the Improvement of Employment Management of Home Helpers. No. 63 of 1992.

    The purpose of the Law is to promote the improvement of the welfare of home helpers by taking measures to improve their employment management, taking account of the increase in the demand for home help services due to the rapid increase in the number of elderly people. The Minister of Labour shall establish a plan for the improvement of the employment management of home helpers, based on trends in employment and on the measures to be taken for home helpers. A Center for the Stability of Home Helpers shall be established to provide services such as the collection of information and its dissemination to employers and home helpers, as well as the counselling and training of home helpers.

The Prefectural Labour Standards Offices are given the authority to review construction plans, and their chief may instruct primary employers to require that their supervisors receive training courses.

    The Act establishes the relationship between national enterprises and their employees. While public servants are allowed to organize and bargain collectively, they are not allowed to engage in strikes or work slowdowns. The national enterprise, likewise, may not engage in a lockout (Chapter 4). Chapter 5 covers methods of conciliation, arbitration and mediation of disputes.
