Parallel Tax Law, 5733-1973 Adoption: 1973 | Date d'entrée en vigueur: 1973-04-01 | ISR-1973-L-36160 Provides that an employer shall, for every one of his employees who is a resident of Israel and for whom he is liable to pay National Insurance contributions, pay a parallel tax at a specified rate of the income of the employee. A self-employed persons shall himself pay the parallel tax. This does not affect the obligation of an employer to pay parallel tax for a former employee entitled to retirement pension. Where an employer is liable to pay parallel tax to a sick-fund for his employees under a collective agreement, contract of employment or any other agreement, the parallel tax he is liable to pay under this Law shall be deducted from such payment.

Chapter 4 regulates private bureaus. Chapters 5 and 6 govern financial matters and implementation and penalties. Establishes an Employment Service for the collection of information as to the situation and trends of development in the labour market with a view to regulating it; it shall concern itself, through the employment service bureaus (established under this Law), with obtaining employment for those seeking personnel, and shall cooperate with other bodies in matters of vocational training and vocational guidance. The Employment Service shall also concern itself with advising work-seeking young persons on the choice of an occupation and directing them to suitable work, and shall maintain a follow-up of their placement and continuance in employment. Repeals section 25(a)(4) of the Wage Protection Law, 5718-1958.

Parts II and III concern principles and particulars of apprenticeship. Part IV deals with implementation and penalties. Provides that a juvenile may not be employed in a trade other than as an apprentice. This does not apply to a juvenile who has received a certificate under section 22, or passed an examination and received a leaving certificate from a trade school. The Minister of Labour may prescribe regulations in respect of minimum age and minimum education. Provides that an employer shall notify the Commissioner within 15 days from the day on which an apprentice begins to work for him. An employer is obliged to employ the apprentice until the expiration of the period of apprenticeship, employ the apprentice in accordance with the curriculum of apprenticeship and ensure suitable guidance for the apprentice and a work method calculated to impart the trade within the period of apprenticeship and excuse the apprentice from work, without deduction of pay, in order to enable him to attend approved trade lessons. Also provisions in respect of wage, severance of relationship, suspension of apprenticeship, approved trade lessons, examinations and certificates.
