    Amends articles nos. 70, 71 and 72 concerning dispute resolution. In particular, the phrase "labour court" is to be replaced by the phrase "the committee" wherever it is mentioned in the principal law.

    Articles 70, 71 and 72 of Labour Code are replaced with new articles. Article 70 discusses the cases of dispute between the employee and the employer and it sets the committees that deals with such cases. Article 71 provides for the labour court duties in solving work disputes. In addition the expression "Labour Court" is replaced with the word "Committee".

    Preface sets out new features of labour code, including the balance in duties and responsibilities between workers and employers; due consideration to the social dimensions of the economy; new provisions that reflect global and local economic changes; reflection of fundamental principles contained in international labour standards; safeguarding formerly acquired rights; and recognition of workers' right to a periodic annual wage increase of at least 7 per cent.
    The Code consists of six parts:
    Part I : Definitions and general provisions
    Part II: Individual labour relations (chapters and sections on the employment of Egyptians at home and abroad, the employment of foreigners, labour contracts, wages, leave, workers' duties, supervision of workers and accountability, hours of work, employment of women and children and the termination of the labour relationship)
    Part III: Vocational training and guidance (the licensing and exercise of vocational training, skill assessment and trade practice licensing)
    Part IV : Collective labour relations (consultation and cooperation, collective bargaining, collective labour agreements, labour disputes)
    Part V : Occupational safety and health and the work environment (definitions, work sites, structures and permits, safeguarding the work environment, social and health services, occupational safety and health and environment inspection, regulation of occupational safety and health and environment equipment, research bodies and advisory services)
    Part VI : Labour inspection and sanctions (labour inspection, judicial authority and sanctions).

    The new Code excludes from its scope of application the following categories: public servants including those working in local government units and public authorities, domestic servants and members of the employer's family who are also his dependents. Debts due to workers under the provisions of this Code have priority over all other debts. Provisions of the Code apply to foreign workers provided there is reciprocal treatment. Enters into force 90 days after publication.

    Order of the Ministry of Manpower and Training, No. 167 of 1996 to amend Ministerial Order No. 32 of 1989 concerning the use of the funds received because of the committment of violations of the provisions of the Labour Code.

    Amends section 2 of Ministerial Order No. 139 of 1996 to specify the percentage of funds to be allocated to the various departments of the police.
