    Concerns measures to improve the employment situation to attain the highest possible standard of employment. This includes the authorization of private persons to establish an employment service so that an employee searching for a workplace pays for this service, although there are legal guidelines regarding the carrying out of these private employment services. In addition employers suffering a short-term economic difficulty are allocated a governmental paid benefit. The purpose of this benefit is to enable the employer to retain the employee during the period of difficulty. Consolidated text.
