    Major amendments: Article 67a (new) in order to assist the Federal President in the management of his official duties, Office of the President is appointed, which reports to the President.
    Article 67 does not apply to the appointment of staff of the Office of the President and the Ceremony of official titles deriving from this act and for the President to exercise those duties.

    Amends Article 21, sub-paragraph 1(4) of the Constitution with regard to the competency of the Federal States in relation to employment contracts of and occupational safety matters concerning provincial public servants. Also inserts a new Article 118a which regards community security services.

    Inserts a new section which prohibits discrimination against disabled persons and commits the State to promote the equal treatment of disabled and non-disabled people. In addition, provides for detailed rules regarding succession of power in the case of the incapacity of the Chancellor, the Vice Chancellor, or any federal minister. Finally, provides for the creation of an independent Federal Asylum Senate, which shall be the highest body of appeal in matters regarding the granting of asylum.

    Provides two amendments. The first allows certain measures which relate to the European Union to be handled by a special committee in place of the National Council. The second amendment requires the President to convene a meeting of the National Council if the necessary number of members request him or her to do so.
