    This Act sets the rules for the recruitment of Syrian workers in the United Arab Emirates including the different procedures for work permits and finding a job as well as the conditions for being qualified for a specific position. It also provides the government of UAE with the right to return any employee whose work permit has expired or if the behaviour of the employee is contrary to national security.

    A collective agreement is defined as a contract that regulates collective agriculture work and develops it in a legal and just way. The collective contract can't include conditions that don't comply with the laws regulating the agricultural sector. The Decree sets the different provisions for complying with these collective contracts and how it applies to normal contacts.

    The percentage of foreign workers in banks and insurance companies and private financial companies should not exceed 3% of the total number of employees. The are to be employed only on the condition that no-one with their qualifications is available locally. In addition, the total number of non Arab foreign workers in one work place should not exceed 10% of the total number of the employees and their compensation and salaries should not exceed 30% of the total salary of all the employees.

    Decree No. 11/2009 ratifying the additional Protocol of the Convention Governing the use of Syrian Workers signed with the Government of Qatar.

    The additional Protocol regulates aspects of the immigration of workers between Qatar and Syria. It provides the government of Qatar with the right to return any employee whose work permit has expired or if the behavior of the employee is contrary national security. Also provides that the two Governments are to meet twice a year in order to create more work opportunities for migrant workers and to develop the Qatar labour market.

    The Syrian Arab Republic Ratifies the Convention on the Rights of Persons with Disabilities, and the additional protocol annexed to the Convention on 13 December 2006. The republic also sends its reservation to the Secretary general of the United Nation, stating that they do not agree with article 6 and 7 of the additional Protocol.

    This Decree provides the the maximum working hours for an agricultural workers is to be up to 8 hours a day, and a maximum of 48 working hours a week, with the possibility of an extra hour if it complies with different conditions and light labour.

    The provisions for bringing a foreign women to work as a housemaid or a nanny are set in this Decree. The person who wishes to recruit the housemaid is to apply for her work permit. The migration office requests the approval of the political security office. In the first 15 days after entering into the country, the employer is to apply for a temporary residence permit for the employee. The employee is not allowed to change employers without the agreement of the Immigration Office. Syrian employers are not allowed to marry foreign housemaids or nannies.

    Prohibits the recruitment and employment of any female worker unless if it is done through a licensed agency (article 2). Provides for the application of licenses (articles 4-14). Provides that in order to be recruited, inter alia, a female worker need to have a full legal capacity, no convictions to her name, have approval of her husband if she is married and have no chronic and infectious disease or disabilities and is physically able to do the job (article 3). Also provides details of content of the employment contract, payment of repatriation expenses by the agency and prohibition of abuse, mistreatment or discrimination against female workers.

Chapter II deals with objectives of the Sea Navigation Chamber which are: contribution in development and improvement of sea navigation sector; update its members and operators on technical and legislative development as well as on international treaties and conventions related to sea navigation; spreading and diffusion of the navigation awareness; carrying out studies and researches which contribute in the development of navigation sector; and, coordination with other Arab and international chambers in. Chapters III and VI pertain to the management and internal organization of the Chamber in particular; membership; and, the General Assembly and its competencies; Administration Council and competencies.
