    Sets up maximum working hours: 8 hours per day and 40 hours on average during a five-day working week, the reference period being 4 months. The average duration of the working week (including overtime) shall not exceed 48 hours. However, it can be extended up to 60 hours if the average working week does not exceed 48 hours during the above- mentioned reference period.

    Makes also provision for rest periods, work planning and night work. Provides for employers' duties, such as duty to record working time and making this record available to the driver.

    Implements EU Regulation No. 3820/85.

    Repeals Act of 24 August 2001 on working time of drivers (Dz. U. 2002, No. 123, , Text No. 1354 and Dz. U. 2002, No. 149, Text No. 1452).

    Provides for a special social allowance to miners dismissed or to be dismissed for economic reasons: a total or partial liquidation of the mines detetermined by the text. The special social allowance is defined as pecuniary benefit paid to miners on "miner leave". This leave may be granted to miners whose situation allows them to be retired in less than 3 years.

    Determines the minimum amounts of the above-mentioned allowance.

    Provides for a major change of the agricultural land ownership, use and management as well as in the structure of the farming real estate market. Redefines the territorial structure of farms, counteracts excessive concentration of agricultural real estate, and ensures that agricultural activity is performed by appropriate persons. Inter alia, prevents that farming land is purchased by foreigners or by nationals with no farming education and grants leaseholders a preemption right. Establishes a National Farming Real Estate Agency, acting on behalf of the Ministry of State Treasury, having a preemption right as well as market regulation powers, in particular the right to intervene in land price determination and real estate transactions.

    Determines rules governing the protection of secret information which needs to be protected against unauthorised disclosure and which is considered a "state or service secret." Establishes a Secret Information Protection Committee which shall act as a consultative and advisory body under the supervision of the Council of Ministers. Inter alia, provides a classification of secret information, and regulates access to and control of such information.

    Order No. 1164 of 30 December 1998 of the Council of Ministers on defining specific rules for establishing the basis for calculation of health insurance contributions for farmers and persons entitled to receive farmers' retirement pensions or old-age benefits, as well as on the frequency and conditions of payment for the aforesaid contributions.

    As a general rule, the basis for the calculation of health insurance contributions for farmers is the farmer's income as declared to the relevant Farmer's Social Insurance Fund. Part I sets out General Provisions, Part II provides for the organisation of the Civil Service, Part III stipulates employment relationships within the Service, Part IV provides for the staffing of senior postions, Part V establishes procedures for alterations and termination of employment contracts, Part VI sets out the duties of Civil Servants, Part VII reviews their rights, Part VIII provides for training and development and Part IX stipulates the disciplinary liabilities of employees.
