    Introduces 12 chapters concerning unloading, loading, storing and transporting dangerous substances and goods within the harbours and maritime area of the municipalities:

    Chapter 1: General provisions, including purpose, geographical scope, exceptions and definitions.
    Chapter 2: General care in handling dangerous cargo and substances.
    Chapter 3: Announcement of the arrival of dangerous cargo.
    Chapter 4: Regulations for ships and other vessels.
    Chapter 5: Packaging and labelling of dangerous cargo.
    Chapter 6-8: Loading and unloading of explosives, dangerous liquid substances and other dangerous cargo.
    Chapter 9: Storage of explosives.
    Chapter 10: Damage control in cases of leaks and emissions.
    Chapter 11: Contingency plans.
    Chapter 12: Other provisions, including inspection, rejection and removal of dangerous substances, complaints and entry into force.

    Repeals the Ordinance (No. 579 of 1992) on unloading, loading, storing and transporting dangerous substances and goods within the harbours and maritime area of the municipalities.
