    The purpose of this Law is to protect the national territory against hazardous waste, including explosives, flammable liquids and solids, combustible or radioactive substances, toxic substances, oxidants, corrosives and organic peroxides. Importing hazardous waste for use, storage, temporary storage or destruction shall be prohibited. Export of hazardous waste shall be authorized in accordance with export permits issued by the central governmental body. Any person that violates regulations on the collection, packaging, temporary storage, transport, recycling and storage of hazardous waste shall be liable for damages for any harm to human health, property or the environment.

The Rules define the coverage of industrial accidents (including occupational diseases and acute poisoning) and directs all employers to establish a commission on investigation and registration of industrial accidents. The Commission shall be composed of representatives of an employer and workers have rights and obligation provided in the Rules.

The Programme prescribes a set of measures to alleviate family poverty, inter alia, improvement of medical services, greater access to education, better use of knowledge and and experience of the elderly, creation of job places, promotion of individual small businesses and protection of the environment.
