    Published by the Ministry of Labour and Vocational Training (MLVT), the Determination sets out the 2021 minimum wage for workers in textile, garment and footwear industries.

    The minimum wage is set at $187 per month for new workers and $192 per month for full-time employees. Beginner workers will get a minimum allowance of $192 per month after finishing their probationary period.

    For piece-rate workers, the allowance is based on the quantity of work produced. If the allowance for piece-rate workers is lower the 2021 minimum wage, the employer must pay workers $187 per month if they are a probationary worker or $192 per month if they are a full-time employee.

    From January 2019, all owners of enterprises/establishments covered by the provisions of the Labour Law shall pay wages to workers/employees 2 (two) times per month in which the first payment shall be made in the 2nd (second) week and the second payment shall be made in the 4th (fourth) week of each month as per the following formalities:
    - First time is 50% (fifty percent) of the net wage per 1 (one) month.
    - Second time is the remaining net wage, other remunerations and benefits that the workers/employees have received in each month.

    The Law applies to all persons who are covered under the articles of the Labour Law. Its purpose is to "enhance the decent living with dignity, job opportunities, and productivity of workers; and Promote more attractive business and investment environment." The Law establishes the National Minimum Wage Council and sets out the minimum wage fixing procedure. It abrogates Articles 104, 105, 106, 107, 108 and 109 of the Labour Law as well as all provisions contrary to this law.
