Anu-Kret on the Establishment of a National Internet Gateway (No. 23 ANK/BK). - Adoption: 2021-02-16 | KHM-2021-R-113253 The purpose of the National Internet Gateway (NIG) Sub-Decree is to facilitate and manage internet connections to strengthen revenue collection, protect national security, to “preserve social order, culture, and national tradition” (article 1).
The NIG establishes a digital gateway to manage all internet traffic into and out of Cambodia. Provisions allow government-appointed NIG operators to block or disconnect any online connections (article 6), retain traffic data for a year and provide other network information as requested by authorities (article 14), and issue penalties for non-compliant telecommunications operators (article 16).

Law on the Media. - Adoption: 1995-07-18 | KHM-1995-L-42145 Guarantees freedom of the press and of publication in accordance with Articles 31 and 41 of the Constitution. Section 2 guarantees the right to confidentiality of press sources; section 3 prohibits pre-censorship. Section 4 ensures the right to publish official information, unless disclosure of such would threaten national security. Section 12 prohibits the publication of information which "affects national security or political stability"; section 13 prohibits publication of "falsehoods that insult or show contempt for national institutions." Section 17 provides that no person shall own or manage more than two press organs. The number of foreign-owned Khmer language press organs is limited to 20 per cent of the total (section 18).
