These include restrictions on freedom of movement, peaceful assembly and the right to work. The Law allows 20-year prison terms and fines of up to 20 million riels (USD 5,000) for those convicted of violations. The law grants the Government power to ban or restrict any gathering or demonstration.

Anu-Kret on the Establishment of a National Internet Gateway (No. 23 ANK/BK). - Adoption: 2021-02-16 | KHM-2021-R-113253 The purpose of the National Internet Gateway (NIG) Sub-Decree is to facilitate and manage internet connections to strengthen revenue collection, protect national security, to “preserve social order, culture, and national tradition” (article 1).
The NIG establishes a digital gateway to manage all internet traffic into and out of Cambodia. Provisions allow government-appointed NIG operators to block or disconnect any online connections (article 6), retain traffic data for a year and provide other network information as requested by authorities (article 14), and issue penalties for non-compliant telecommunications operators (article 16).

The object of the Law is to suppress the acts of human trafficking and sexual exploitation in order to protect the rights and dignity of human beings, to improve the health and welfare of citizens, to preserve and enhance good national customs, and to implement the UN Protocol to Prevent, Suppress, and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime, or other international instruments or agreements with regard to human trafficking that the Kingdom of Cambodia has ratified or signed.

Royal Kram CS/RKM/0397/01 promulgating the Labour Law. - Adoption: 1997-01-10 | KHM-1997-L-46560 Comprend dix neuf chapitres et 396 articles. Le Chapitre I -Dispositions générales- confirme les principes de l'égalité de chances et de traitement ainsi que la liberté syndicale (art.12). Sont interdits le travail forcé et le louage de travail pour amortissement de dettes (art.15 et 16). Le Chapitre II -De l'entreprise- réglemente le fonctionnement de l'entreprise, les livrets de travail et de paye. Le champ d'application de l'apprentissage figure au Chapitre III. Le Chapitre IV fixe les termes du contrat de travail, conclusion, durée, licenciement. Le Chapitre V traite des conventions collectives du travail. Les conditions générales du travail sont déterminées au Chapitre VI. Outre les mesures relatives au salaire, horaires de travail, repos hebdomadaire et congés, font l'objet de protection particulière les femmes et les enfants (art. 172 à 187). Les professions agricoles bénéficient également de règles spéciales au Chapitre VII. Le Chapitre VIII dispose en matière d'hygiène et sécurité des travailleurs, prévoyant notamment les services médicaux du travail. Les accidents du travail sont définis au Chapitre IX. Le Chapitre X porte sur le placement et le recrutement des travailleurs, y compris sur le contrôle de la main-d'oeuvre étrangère. La liberté syndicale et la représentation des travailleurs dans l'entreprise sont expressément détaillées au Chapitre XI. Les étrangers peuvent également prétendre à exercer des fonctions syndicales ou patronales. La liberté syndicale jouit de garantie (art.279). Le Chapitre XII légifère dans le domaine des conflits du travail et un conseil d'arbitrage est créé. L'exercice du droit de grève est autorisé au Chapitre XIII et l'embauche de travailleurs pour remplacer les grévistes prohibée (art.334). Le Chapitre XIV établit les missions de l'inspection du travail dont celles de l'inspection médicale du travail. La commission consultative du travail, visée au Chapitre XV, respecte le tripartisme et donne son avis sur les activités de l'OIT. Pénalités et tribunaux du travail sont arrêtées respectivement aux Chapitres XVI et XVII.

Law on the Media. - Adoption: 1995-07-18 | KHM-1995-L-42145 Guarantees freedom of the press and of publication in accordance with Articles 31 and 41 of the Constitution. Section 2 guarantees the right to confidentiality of press sources; section 3 prohibits pre-censorship. Section 4 ensures the right to publish official information, unless disclosure of such would threaten national security. Section 12 prohibits the publication of information which "affects national security or political stability"; section 13 prohibits publication of "falsehoods that insult or show contempt for national institutions." Section 17 provides that no person shall own or manage more than two press organs. The number of foreign-owned Khmer language press organs is limited to 20 per cent of the total (section 18). Dispositions détaillées sur l'apprentissage, les conditions de travail ainsi que l'emploi des femmes et des enfants. Le chapitre 7 couvre les conditions des travailleurs employés dans les plantations, notamment les rations quotidiennes de riz pour les familles, le logement et l'éducation. Les chapitres huit et neuf s'adressent à la santé et à la sécurité au travail, incluant des vaccinations gratuites contre les maladies contagieuses qui doivent être dispensées par l'employeur. Chaque entreprise doit avoir des représentants du personnel qui sont élus par les travailleurs pour une durée de trois ans. Ces représentants font valoir les intérêts des travailleurs pour ce qui est de leurs plaintes concernant leurs conditions de travail et veillent au respect des règles de santé et de sécurité. L'emphase est mise sur le règlement des différends individuels et collectis par le biais de la négociaiton et de la conciliation.
