    Establishes general provision concerning purposes and principles of creation and activity of agricultural cooperatives, juridical status thereof, types of their activity; also deals with state regulation in the sphere of development of agricultural cooperation; creation of an agricultural cooperative; property of an agricultural cooperative; membership in agricultural cooperative; management of an agricultural cooperative; reorganization and liquidation of an agricultural cooperative.
    Repeals the Law of 21 July 1999 "On Agricultural Consumer Cooperatives in Kazakhstan" (Vedomosti Parlamenta Kazakhstan, 1999, No.21, page 770); the Law of 25 December 2000 "On Agricultural Partnerships and Associations (Unions)" (Vedomosti Parlamenta Kazakhstan, 2000, No.23, page 413); the Law of 8 April 2003 "On Agricultural Consumer Cooperative of Users" (Vedomosti Parlamenta Kazakhstan, 2003, No.6, page 35).

    Amends, inter alia, the Labor Code rephrasing sub-paragraph 2 of article 18 (competencies of local executive bodies in the field of regulation of labor relations), paras 2,3 of article 238 (remuneration for civil servants).

    Decree of 22 December 1995 on Land.

    The principal owner of land is the State, but land may also be owned privately. Private land ownership is severely restricted and does not apply to agricultural land and some other categories of land, with exception of small plots for accessory farming. Also deals with the right of passage, pledge of land and the use of land. Agricultural lands enjoy special protection.
