Amends, inter alia, the Law "On State Social Benefits for Disability, in Case of Loss of Bread-Winner And for Old Age". Particularly, rephrases sub-paragraph 2) of para 1 of article 12 (Amounts of benefits for disability) which establishes the amounts after 1 January 2018.
Also amends the Law "On Special State Benefits". Namely, rephrases paragraph 1, sub-paragraphs 7), 8), 8-1) of article 4 (Citizens who possess the right to benefit); part 1, sub-paragraphs 13), 14), 15), 16) of article 7 (Amounts of benefit) repealing sub-paragraphs 17), 18).

Chapter I introduces general provisions specifying the sphere of impact, goals and objectives of this law, principles in the system of minimum social standards. Chapter II sets state regulation in the system of minimum social standards. Chapter III regulates the system of minimum social standards, specifying, inter alia, the minimum social standards in the sphere of labour, concerning the monthly minimum wage, paid leaves, in the sphere of pensions, family, children, rights of the child, orphans, also sets the minimum social standards in the sphere of culture, sport. The final provisions deal with the liability for the violation of this law.
Repeals the Law of 16 November 1999 "On Minimum Income" (Vedomosti Parlamenta Respubliki Kazakhstan, 1999, No.23, page 918).

Provides for evaluation of the poverty level, measures of State support of socially disadvantaged populations, of persons disabled for work (rehabilitation, creation of adaptation centers), fight against unemployment and measures for the placement of the unemployed in industry, agriculture, and enterprises. Also deals with regional employment policy and protection of the internal labour market.

Presents the Programme which contains provisions relating to the evaluation of poverty level, social policy, measures for State support to disadvantaged social classes, persons unable to work (disabled, children), evaluation of unemployment levels, creation of new workplaces in the industry, regional employment policy, measures for the placement of the unemployed, and protection of the internal labour market.

Provides for the categories of beneficiaries: children-orphans and children left without the tutorship of their parents staying in specialized institutions, children with limited possibilities of development, disabled children staying in boarding organizations. Full State assistance includes living expenses, food, clothing, medical assistance, school books and equipment. The State shall also grant partial assistance to several other categories of citizens: children from large families, children from families receiving social assistance, and children under wardship or trusteeship.
