    - Integrated services for IMW at any level of governance, from local government to central government
    - Skills improvement program for IMW
    - Strengthens the public agency for IMW recruitment, under the National Agency for the Protection and Placement of International Migrant Workers. Private sector roles are limited only to IMW placement, not recruitment. The measures are to promote ethical recruitment

    CHAPTER I - General Provisions
    Article 1 provides the definition of terms used in the Regulations. TKI is defined as an Indonesian Migrant Worker.

    CHAPTER II - Repatriation of TKI
    Article 2 provides that TKI can return home on a self-financing basis to their region of origin if they have the capacity to take care of a homeward trip themselves.
    Article 3 provides that the TKI wishing to return home must report to the Indonesian mission in the placement country.
    Article 4 provides that when the TKI works for an individual, the Private Indonesian Migrant Worker Placement Agency is to coordinate with the Indonesian Mission in the placement country to facilitate the repatriation.
    Article 5 provides that those who return home must report to the National Board for the Placement and Protection of Indonesian Migrant Workers upon arrival.
    Article 6 provides that TKI who have been registered as provided for in Article 5 can directly return home to their region of origin.
    Article 7 outlines the responsibilities of the National Board Officers.
    Article 8 provides that no fees are to be imposed.

    CHAPTER III - Conclusion
    The Regulation is to come into force 3 months following its date of publication.

    1. Establishes the Integrated Team for the Protection of Indonesian Workers Overseas
    2. Sets out the functions of the Integrated Team. These include a) inventory the whole issue of placement and protection of emigrant workers; b) evaluate the policy, legal framework, and mechanisms relating to the placement and protection of emigrant workers; c) reviewing the Memorandums of Understanding relating to the placement of emigrant workers between the Government of Indonesia and Destination Governments; d) conducting evaluations of the handling of problems emigrants face overseas; e) making recommendations to take measures to settle issues related to emigrant workers.
    3. Sets out the composition of the Integrated Team. The team is to be Chaired by the Minister of Manpower and Transmigration. Other members include representatives of other ministries as well as Cabinet.
    4. The Integrated Team is to be assisted by a Technical Team established by the Chair.
    5. Work procedures of the Integrated Team shall be further governed by the Chairperson.
    6. The Integrated Team is to report to the President.
    7. The Integrated Team may involve any Ministry/Government Institution, stake-holder, academics and other parties it deems necessary in order to carry out its functions.
    8. The Integrated Team is to take effect for 6 months following the entry into force of this Decree.
    9. All cast will be charge to the State revenue and Expenditure Budget.
    10. The Decree takes effect on the 14/06/2011.

It provides that seperate facilities are to be provided for men and women, provisions concerning the size of beds, content of the bedrooms, specifications for walls and floors, health and hygiene measures as well as provision of facilities such as rest rooms, guest rooms, worship rooms, clean water, fire extinguishers, washing and cleaning facilities etc. (Art. 4).

There is a compensation fee to be paid into the Skill and Development Fund (DPKK) of US$100 each month for each expatriate employed (Art. 6). All changes of employer and location of the workplace is to be notified to the competent authority (Chapters VII-IX). Repeals Ministerial Decee No. PER-03/MEN/1990 and Decree No. Kep.416/MEN/1990.

    The purpose of the Act is to control immigration as well as the residence as the residence and activities of foreigners in Indonesia, to create awareness of negative impacts of international migration in view of national stability and security and public order. The measures of control regulated include, inter alia, data collection on foreigners at entry and exit from Indonesia, and on their stays in hotels, and requires every foreigner residing more than ninety days in Indonesia to register with the local authorities. Decisions regarding immigration must be rendered within seven days and can be appealed to the Minister of Manpower. Foreigners may be placed in "Immigration Quarantines" if they are illegal residents, pending deportation or appeals.
