Agreement on 2014 Public Sector Wage Negotiations. -

The Public Services Joint Standing Negotiating Committee (PSJSNC) comprising Government, represented by the Fair Wages and Salaries Commission (FWSC), Ministry of Finance and Ministry of Employment and Labour Relations on one hand, and Organised Labour on the other, have today, 2nd May, 2014 concluded negotiations on public sector wage adjustment and agreed as follows:

1. That in 2014, Cost of Living Allowance (COLA) will be paid in lieu of an increase in the Base Pay on the Single Spine Salary Structure.

2. That the COLA will represent 10 percent of the 2013 Basic Salary.

3. That the COLA will be paid monthly effective May 2014.

The Legal Service (Amendment) Act (No. 487 of 1994)

Gives the President of the Republic the power to appoint members of the legal service, to create extra divisions and posts within the service, and to amend the schedule of the Law. Amends Subsection (4) of Section 1 of the Legal Service Act (No. 320 of 1993).

Public Services Commission Act (No. 482 of 1994) -

Establishes the Public Services Commission. Its functions include, inter alia, advising the Government on the criteria for appointment to public offices; promoting efficiency, accountability and integrity in public services; improving recruitment policies; reviewing the organization, structure and manpower requirements of agencies and bodies in the Public Services, and advising the Government on such manpower rationalization as may be necessary for maximum utilization of human resources; and performing any other duties assigned to it under the Constitution or other enactment.

Civil Service Act (No. 327 of 1993) -

Comprised of 11 Parts and 95 sections providing for the establishment and continued existence of the Ghana Civil Service; objects and functions of the Service; membership and structure of the Service; appointment of chief directors, directors and other staff of the Service; decentralization; a Civil Service Council and other statutory bodies; civil service posts; filling of vacancies; conditions of service; leaving the service; and miscellaneous and supplementary provisions. Repeals the Civil Service Act (C.A. 5), the Civil Service (Amendment) Decree 1978 (SMCD 199), and section 7 of the Constitutional (Consequential and Transitional Provisions) Decree. 1979 (AFRCD 56).

Provides for the establishment of Public Services Negotiating Committees for the purpose of negotiating the conditions of service of officers in the Public Services, composition and functions of negotiating commmittees, meetings, quorum, secretaries, sub-committes, decisions, and funds of the committees. Made under the Provisional National Defence Council (Establishment) Proclamation 1981.

Police Service (Private Security Organisations) Regulations (No. 1571 of 1992)

Adoption: 1992-12-30 | GHA-1992-R-35129

Provides that no organisation licensed to operate under these Regulations shall employ a person unless that person is permitted by the Secretary to be employed, and that an application for a permit shall be made in writing to the Secretary. Made under the Police Service Act 1970.

Armed Forces (Amendment) Regulations (No. 1546 of 1992)

Inserts a chapter 211 directly following chapter 210 of the Armed Forces Regulations, 1970 relating to compensation for death, injury or disease during service with the armed forces. Made under the Provisional National Defence Council (Establishment) Proclamation (Supplementary and Consequential Provisions) Act (No. 42 of 1982).
