    These Regulations impose requirements for the purpose of eliminating or reducing risks to safety from fire, explosion or other events arising from the hazardous properties of a "dangerous substance" in connection with work. The Regulations implement, as regards Great Britain, Council Directive 98/24/EC (OJ No. L 131, 5.9.98, p.11) on the protection of the health and safety of workers from the risks related to chemical agents at work, so far as that Directive relates to safety, and Council Directive 99/92/EC (OJ No. L 23, 28.1.00, p.57) on minimum requirements for improving the safety and health protection of workers potentially at risk from explosive atmospheres. Both of these Directives are individual Directives within the meaning of Article 16(1) of Council Directive 89/391/EC.

    These Regulations implement the European Parliament and Council Directive 97/23/EC (OJ No. L181, 9.7.97, p. 1) on the approximation of the laws of the member States concerning pressure equipment. They come into force on 29th November 1999 except regulations 1, 2, 20 and 22 which come into force on 31st August.

    These regulations impose requirements with respect to the control of major accident hazards involving dangerous substances. (The expressions "major accident" and "dangerous substances" are defined in regulation 2(1)). The Regulations implement Council Directive 96/82/EC on the control of major accident hazards involving dangerous substances, except Article 12 (which relates to land use planning).

    The Regulations apply to establishments (as defined in regulation 2(1)) where dangerous substances are present in quantities equal to or exceeding those specified in column 2 of Parts 2 or 3 of Schedule 1, except that regulations 7 to 14 apply to establishments where such substances are present in quantities equal to or exceeding those specified in column 3 of those Parts (regulation 3(1)). The Regulations do not apply in the cases specified in regulation 3(2).

    The competent authority for the purposes of the Regulations is the Health and Safety Executive and the Environment Agency acting jointly, except that in Scotland it is the Health and Safety Executive and the Scottish Environment Protection Agency acting jointly.

    These Regulations impose health and safety requirements with respect to lifting equipment, which is defined in regulation 2(1).

    Save as regards the matters mentioned in paragraphs 4 and 5(b) the Regulations give effect as respects Great Britain to Article 4a in respect of lifting equipment, to point 3.2 of Annex I, and to the final paragraph of point 3.2.5 of Annex II, to Council Directive 89/655/EEC (OJ No. L393, 30.12.89, p.13) on the minimum health and safety requirements for the use of work equipment by workers at work as amended by Council Directive 95/63/EC (OJ No. L335, 30.12.95, p.28).

Changes the 1990 regulations in order to move responsibilities formerly placed on the shipowner to the ship operator. Implements previous directives relating to vessels bound for or leaving community ports carrying dangerous or polluting goods. Adopts regulations to implement the 1991 amendments to the Safety of Life at Sea COnvention 1974 (Solas) adopted by the Maritime Safety Committee. Adopts the IMO Codes currently in force.

    Requires employers, in situations involving work with asbestos, to notify employees that they will be working with asbestos and to identify the type of asbestos. The employer shall endeavor to prevent the exposure of employees to asbestos; if this is not possible, exposure shall be reduced through protective equipment and other measures. Employers shall provide air monitoring and medical surveillance. Also provides for storage, handling, and disposal of asbestos.

    Regulations revoking the Pottery (Health) Special Regulations 1947 of which regulation 4 (relating to the prohibition of lead glazes) is the only substantive provision now in force and modifying the Control of Lead at Work Regulations 1980 to provide equivalent prohibitions. Also revokes provisions of the Pottery (Health and Welfare) Regulations 1980 and the Control of Substances Hazardous to Health Regulations 1988. Regulation 7 of the Control of Lead at Work Regulations 1980 has been modified so as to permit respiratory protective equipment to be used which conforms to a standard for the time being approved by the Health and Safety Executive.

    Regulations amending the Social Security (Severe Disablement Allowance) Regulations 1984. They provide that where a person is a councillor, he or she shall be treated as incapable for work and therefore entitled to severe disablement allowance, although on the relevant day he or she works as a councillor.

    Regulations amending the Social Security (Credits) Regulations 1975, in respect of, inter alia, the crediting of earnings on termination of full-time education, training or apprenticeship so that credits may be awarded in respect of a tax year only if the person concerned was undergoing full-time (part-time in the case of a disabled person) education or training, or was an apprentice for at least part of that year.
