    Act No. 108(I) of 29 December 1995 relating to the recruitment procedure for temporary personnel in the Public Education service.

    Temporary personnel shall be hired under a short or a long term contract to cover seasonal or any urgent and unpredictable needs. Determines the procedure and basic principles of employment, as well as sanctions when legal procedures for employment are not applied.

    Law No. 107(I) of 29 December 1995 relating to the evaluation of candidates to be employed in the Public service.

    Categories of motorised vehicless for public use are as follows: a)urban and extra-urban taxis, b)agrarian taxis, c)urban, extra-urban and tourist buses, d)agrarian buses, e)motorised vehicles for international rural transport, f)buses for transports under contract, g)truck-transporter "A" and h)private buses. It is understood that the persons licensed for the latter categories are also licensed for the former ones.

    Defines the following notions: office (agency), administrative council, national transporter, businessman, regulations, guide, organisation, School of Tourist Guides, Minister. Determines the procedure for the creation of a tourist and travel agency, the obligations of the employer and the employee, the profession of tourist guide and related obligations, offences and penalties.

    Law No. 4(I)/1995 to amend all laws on pensions.

    Inter alia, amending article 7A of Law No. 33(I)/1992: a public servant having worked for a public law organization without a pensions plan, while retiring or intending to retire from the public service, has the right to apply for a pension benefit for the total of his service in the organization and in the public service. The amount received must not exceed the pension benefit of 10 years of service or the benefit he would receive as a pension while retiring because of his age. The Commitee of the Public Service can allow a public servant, policeman (superior to a sergeant) or military officer to be discharged 5 years before the age limit or any time later than this. For a woman public servant, policewoman or officer in the Army, the above-mentioned authority can give the permission to be released from duties in the event of already happened mariage, procreation or adoption of a child not older than 6 years. The relevant minister can give permission for a policeman or a sergeant to be discharged after its 50th birthday or at any time later than this.

    Modifies definition of a school assistant in article 2. The school assistant is responsible for keeping the nursery neat and clean, surveying the safety of the children during the regular opening hours of the school or whenever it is needed, carrying out other duties determined in the plan of charges of the school assistant.

    Law No. 110 (I) of 1992 providing for an increase of the retirement pensions of some categories of retired civil servants.

    This act increases the retirement pension of civil servants who retired before January 1, 1981. The increase in the retirement benefit ranges from 20 per cent for those who retired before January 1, 1968 to 1.5 per cent for the civil servants who retired between January 1, 1979 and December 31,1980.

    Amended article 8B concerns the case of teachers leaving their employment to work in another public service or organization. In this case, continuity of retirement benefits is assured and credit is given for past contributions for social security. Similarly, teachers who have previously worked in another public service or organization are given credit for this previous employment, in particular concerning social security, retirement age and retirement benefits.

    This Act mainly restructures posts at the preschool and primary education system and establishes new wage structures.

    Law No. 112 (I) of 1992 to amend the Social Insurance Law.

    Article 7B concerns the case of civil servants leaving the civil service for another public service or organization. In this case, the continuation of the social security scheme is assured. Similarly, employees of public organizations or services resigning in order to become civil servants are given credit for the previous years of employment in particular concerning retirement age and benefits.

    Concerns the public sector as a whole. Provides, inter alia, for the creation of a "Public Service Commision"; the structure of the public sector; recruitment, promotion, transfer, resignation, duties, obligations and rights of Public Servants; fundamental rights of public officers, freedom of expression and freedom of association (s. 63); conditions of work; civil right (s. 71); working hours and Code of Discipline (Part VII). Section 63 stipulates that the right to join trade unions and any related rights shall be guaranteed for all public servants. Moreover section 71, concerning civil rights, stipulates that every public officer has the right to express political opinions and convictions, but not in his or her capacity as a public servant.
