La ley citada establece el régimen de calificación profesional de los asistentes sociales, regulando la acreditación profesional, la inscripción para el ejercicio de la profesión y la disciplina en el ejercicio de la profesión. La ley se estructura de la siguiente manera:

Temporary Regulations on matters relating to holidays and treatment of Xinhua employees who go abroad for tourism or private reasons.

Agency employees who wish to leave the country for private reasons, including "sightseeing", must first resign and then submit to "screening procedures" (regulation 2). Employees who disregard this provision "will be dealt with seriously", unless "they return to work of their own accord within one month and make an earnest self-criticism", in which case they will be dealt with "appropriately" (regulation 5).
