    La ley en cuestión prevé un beneficio fiscal para los empleadores, los contribuyentes del impuesto complementario a las ganancias y quienes ejerzan por cuenta propia las profesiones liberales y técnicas del segundo grupo del impuesto profesional, que contraten a trabajadores titulares de la tarjeta de registro de evaluación de la discapacidad a que se refiere el apartado 2 del artículo 2 de la Ley núm. 9/2011 (Régimen de subsidio por invalidez y de asistencia sanitaria prestada en forma gratuita). Establece los requisitos para su concesión, así como su monto, y señala las ganancias a las que se aplica el beneficio.

    At its 3rd Session, the Standing Committee of the Eleventh National People's Congress decides: to ratify the Convention on the Rights of Persons with Disabilities adopted at the 61st Session of the General Assembly of the United Nations on December 13, 2006, and declare simultaneously that the application of the provisions on "liberty of movement" and "nationality" in the Convention on the Rights of Persons with Disabilities to the Hong Kong Special Administrative Region of the People's Republic of China shall not change the legal force of laws of the Hong Kong Special Administrative Region of the People's Republic of China on the immigration control and application for nationality.

    Allows the Equal Opportunities Commission to bring proceedings in the place of an aggrieved person who does not bring proceedings in cases where there is reason to believe that a person committed acts of discrimination, harassment, or vilification.

    Renders unlawful discrimination against persons on the ground of their disability in respect of their employment, accomodation, education, access to partnerships, membership of trade unions and clubs, access to premises, educational establishments, etc. Establishes investigation and conciliation procedures for violations. Section 61, subsection 2 states that persons who are HIV-positive are protected by this Ordinance.

    Provides for the protection of rights of disabled persons. Specific provisions are made for their rehabilitation, education, employment, cultural life, welfare, environment, and legal liability. Promulgated by Decree No. 36 of 1990.
