Notice regarding the further improvement of the work of poverty relief and the re-employment of workers. - Adoption: 1997 | CHN-1997-M-49692 Contains guidelines to provide poverty relief and to encourage re-employment of workers laid off due to restructuration of state enterprises. Calls for the creation of a basic system of poverty relief and re-employment, with the goal of achieving a re-employment rate of 50 per cent. Local departments shall provide poverty relief to persons who are engaged in or who are retired from state-owned enterprises and whose basic standard of living is below a certain level; in addition, local governments shall identify struggling enterprises and restructure such enterprises and organize laid-off personnel. For this purpose, so-called "experimental cities" shall create Re-employment Service Centres which shall facilitate re-employment. Local governments shall also make available poverty relief to laid-off workers through such means as preferential treatment in the purchase of grain and oil, and allowances for rent and utilities. Persons capable of labour who do not participate in production activities organized by enterprises shall have such assistance cut off. Local governments shall also implement "relief through work" programmes.

Regulations concerning Arrangement for Redundant Staff and Workers in State-owned Enterprises issued by the State Council. Adoption: 1993-04-20 | CHN-1993-R-37895 The purpose of these Regulations is to properly arrange for jobs or settle the lives of those who are laid off because of redundancy, while promoting enterprises' economic efficiency (Art. 1). With help by government and society, enterprises are required to arrange for jobs for surplus workers so as to guarantee a basic standard of living (Art. 2). Preferential treatment will be granted to those enterprises which are set up to recruit surplus workers (Art. 4 and Art. 5). Enterprises are authorised, under certain conditions, to let their staff have extra vacations during which only living expenses will be paid (Art. 8). Those who are five years younger than retirement age are allowed to stay at home and their living expenses will be paid until they are eligible for retirement benefit (Art. 9). These Regulations also provide for compensation for workers' resignation and contract termination because of redundancy.
