    In particular, article 47 provides that public organizations, enterprises and institutions shall provide school leavers, who are not going on to higher education, with vocational education and create conditions for their employment. Article 57 provides that minors who have been released from custody or have served their sentences shall not be discriminated against when they resume schooling, go to higher schools or look for employment.

    Prohibits employment of minors under the age of 16 by state organs, social bodies, enterprises, institutions, non-governmental non-profit organizations and private businesses. No institution or individual shall provide employment services to minors under the age of 16. Minors under the age of 16 are prohibited from engaging in private business activities. Also provides for obligation of parents or guardians of minors to protect their physical and mental well-being, ensure their right to receive compulsory education, and not to allow them to be employed illegally. Makes provision for duty of employers to check identity papers when hiring personnel, duties and powers of labour protection authorities in implementing these regulations, and fines for breach of said prohibitions.

    Governs employment of workers between 16 and 17 years of age. Specifies types of labour which shall not be performed by juvenile workers, and lists medical conditions which shall bar a juvenile from working. Juvenile workers shall be registered and undergo regular medical examinations.

    The purpose of this Act is to promote healthy development of body and mind, protect their interest, and increase the welfare of children and youth. The Act inter alia deals with employment preparation, vocational training and employment opportunities for youth over the age of 15 years old.
    Article 48 provides that "parents, guardians, or other people looking after children and youth will prohibit children and youth from working as a waiter/waitress in Paragraph 1 of the Article or undertaking dangerous, abnormal or other work that could harm their mental development. No one is to use, employ, or force/seduce children and youth to undertake work that may damage their mental development."
