    Aprueba el régimen legal de detención y expulsión de los no-residentes para prevenir y combatir la inmigración ilegal y aprueba el respectivo régimen penal y procesal penal.
    En particular, el artículo 11 inciso 1 establece que la autorización de permanente en la Región Administrativa Especial de Macao puede ser revocada en caso de trabajo ilegal. Asimismo, el artículo 16 (Empleo) dispone que quien constituyere una relación laboral con cualquier individuo que no fuere titular de alguno de los documentos exigidos por la ley para ser admitido como trabajador, independientemente de la naturaleza y forma del contrato, o del tipo de remuneración, será sancionado con pena de prisión de hasta dos años y, en caso de reincidencia, de entre 2 y 8 años.

    Employees who do not have Chinese nationality must obtain an "employment license;" foreigners entering China for employment purposes must hold an employment visa. Foreign employees may only be hired for positions which cannot be filled by a Chinese national. Provides exemptions for United Nations employees and their spouses, and for certain specialized workers. Labour contracts with foreign workers shall not exceed 5 years. Wage, minimum wage, labour disputes and working conditions of foreign employees shall be governed by local Chinese law. Provides for penalties for violations of the Act. Persons who work without a legal permit may be deported at their or their employer's expense.
