"This Law is developed in accordance with the Constitution for the purposes of preventing food waste, guaranteeing grain security of the state, carrying forward traditional virtues of the Chinese nation, practicing socialist core values, saving resources, protecting the environment, and promoting sustainable economic and social development" (Article 1).

El reglamento citado establece los límites de emisión de contaminantes atmosféricos y las disposiciones del sistema de monitoreo continuo de emisiones de humo y gas que las centrales eléctricas deben cumplir para reducir la contaminación ambiental y salvaguardar la salud de la población. El reglamento se estructura de la siguiente manera:
CAPITULO I: Disposiciones generales
CAPITULO II: Límites de emisión de contaminantes atmosféricos y sistema de monitoreo continuo de emisiones de humo y gases
CAPITULO III: Fiscalización y régimen sancionatorio
CAPITULO IV: Disposiciones finales.

El reglamento citado establece los límites de emisión de contaminantes atmosféricos y las normas de gestión de las instalaciones que deben cumplir las terminales de combustible a fin de reducir la contaminación ambiental y salvaguardar la salud de la población. El reglamento se estructura de la siguiente manera:
