    Code of Safety and Health in Factories.

    Aims at improving the working conditions in factories, protecting the safety and health of workers and ensuring increased productivity. Chapter One establishes general principles. Chapter Two governs factory compounds. Sets guidelines for roads along factories, ditches, fences, electrical fences and the lighting of the compound. Chapter Three governs the work site. Declares that work sites are to be kept clean. Makes guidelines regarding the cleanliness of floors. Guides the provision of adequate lighting, requirements for doors and windows, ventilation, water containers and drainage. Chapter Four concerns machinery equipment. Establishes that protective devices should be fitted for dangerous machinery. Governs safety with regard to cranes and lifting devices. Provides for the adequate lubrication of machinery. Chapter Five makes safety provisions for electrical appliances. This includes regulating wiring, the insulation of wiring and voltage. Chapter Six concerns boilers and gas containers. Provides for safety valves of such machinery, the special training of those operating these machines and for the safe placement of gas containers away from heat or sunlight. Chapter Seven makes safety provisions with regard to gases, dust and toxic substances. Chapter Eight is designed to ensure an adequate supply of water for industrial usage and to protect drinking water from pollution. Chapter Nine governs the provision of auxiliary production facilities including restrooms and showers and regulates their use. Chapter governs the provision of personal protective equipment including inter alia, masks, helmets, gloves and aprons. Chapter Eleven allows the departments in charge of specific enterprises to elaborate oon the regulations of the code.

    Labour Insurance Regulations of the People's Republic of China

    These Regulations are formulated to protect workers' health and to alleviate difficulties in their livelihood (Ch. 1). Ch. II covers funding and management for labour insurance. Ch. III deals with the various labour insurance benefits. Ch. IV provides preferential benefits for "model workers' and "combat heroes". Ch. V governs allocation of labour insurance funds. Ch. VI stipulates administration and supervision of labour insurance. These Regulations as a whole are still in effect, but some provisions are replaced by late practices, such as provisions regarding financing of labour insurance funds, provisions about medicare benefits and provisions concerning retirement and disability benefits.

    Chapter I - General Rules provides that the provisions apply to all the workers and staff members (including apprentices) working in each enterprise which practises labour insurance, making no distinction between nationalities, ages, sexes and citizenship, but those who are deprived of political rights are to be excluded (art. 2). Casual labourers, seasonal workers and personnel on probation shall be regulated separately (art. 5).

    Chapter II sets forth rights and duties of the people. All citizens are equal before the law irrespective of sex, religion, race, class or party affiliation (Art. 7). Also provides freedom of movement, speech, privacy, religion, and the right to work (Art. 15). Chapter III covers the National Assembly; Chapter IV the Office of the President; Chapter V the Administration; Chapter VI the Legislature, and Chapter VII the Judiciary. In addition, Chapter VIII establishes an "Examination Yuan" in charge of matters relating to examination, employment, and social security benefits of public employees. Fundamental National Policies are outlined in Chapter XIII. Inter alia, the national economy shall seek to effect equalization of land ownership and restriction of private capital (Art. 142), the state shall provide opportunities for work (Art. 152), and it shall provide labour protection, especially for women and children (Art. 153).     Defines labour disputes as rights disputes (over laws, regulations, collective agreement and labour contracts) and adjustments disputes (over conditions of work). Rights disputes can be settled either by conciliation procedures or judicial procedure. Adjustment disputes shall be settled by conciliation or arbitration procedures.
