Prohibits employment of seafarers who do not possess a valid medical fitness certificate within 2 years of the Regulation coming into operation. Seafarers aggrieved by the refusal of a medical practitioner to issue them a certificate may apply to the Superintendent to have their cases reviewed (s. 11). Provision is made for a Hong Kong ship to be detained if, due to the failure of any seafarer to produce a valid medical fitness certificate, it cannot sail without serious risk to the safety or health of those on board (s. 13). Gives effect in part to the Merchant Shipping (Minimum Standards) Convention 1976 (ILO convention No. 147).

Safety officers are responsible for ensuring compliance with the provisions of the "Code of Safe Working Practices for Merchant Seamen." Part III provides for the notification of dangerous occurences and of specified accidents to persons employed or carried on board. Gives effect to the Merchant Shipping (Minimum Standards) Convention 1976 (ILO Convention No. 147).

Also requires employees to take reasonable care of their safety and that of their co-workers.

This Regulation made under the Merchant Shipping (Safety) Ordinance (Cap. 369) gives effect to an amendment to the International Convention for the Safety of Life at Sea, 1974 and requires every Hong Kong ship on international voyage or non-Hong Kong ships while they are within the waters of Hong Kong to be provided with a certificate issued by or on behalf of the flag state of the ship specifying the minimum level of manning considered necessary to ensure the safe and efficient operation of the ship.

These Regulations replace in Hong Kong the Merchant Shipping (Carriage of Nautical Publicationd) Rules 1975 of the United Kingdom.

These Regulations give effect to the International Regulations for Preventing Collisions at Sea 1972 as amended by Resolution A464 (XII) of the Intergovernmental Maritime Consultative Organization, which are set out in the Schedule. Regulation 4 prescribes the signals of distress set out in Annex IV to the International Regulations as the signals of distress to be used by ships registered in Hong Kong. Regulation 5 requires all ships registered in Hong Kong to comply with the International Regulations. These Regulations replace the United Kingdom Merchant Shipping (Distress Signals and Prevention of Collisions) Regulations 1983 (SI 1983/708) which at present apply to Hong Kong.

The Regulations replace the Merchant Shipping (Signals of Distress) Rules 1977 (SI 1977 No. 1010) of the United Kingdom in their application to Hong Kong.
