"With a view to preventing and controlling the incidence and prevalence of AIDS and safeguarding human health, these Procedures are formulated in accordance with the Law of the People's Republic of China on Prevention and Treatment of Infectious Diseases and the State provisions concerning the prevention and treatment of AIDS, and in the light of the actual circumstances in this Municipality."
