    Repeals the Resolution of the Standing Committee of the National People's Congress on Approving the Decision of the State Council on Issues concerning Reeducation through Labor and the Decision of the State Council on Issues concerning Reeducation through Labor, as adopted at the 78th session of the Standing Committee of the First National People's Congress on August 1, 1957 as well as the Resolution of the Standing Committee of the National People's Congress on Approving the Supplementary Provisions of the State Council on Reeducation through Labor and the Supplementary Provisions of the State Council on Reeducation through Labor, as adopted at the 12th session of the Standing Committee of the Fifth National People's Congress on November 29, 1979. Provides that those who are still undergoing reeducation through labor are to be released without having to carry out the rest of their sentence upon the entry into force of the Decision.

    Adopted to enforce the Decision of the State Council Regarding the Question of Rehabilitation Through Labour, approved by the 78th Meeting of the Standing Committee of the First National People's Congress on August 1, 1957. Provides for the establishment of provincial Administrative committees for rehabilitation through labour. The term of rehabilitation is to be one to three years, which may be extended for a further year. Sundays and holidays are to be rest days. Also provides that following rehabilitation, the person and their families, shall not be discriminated against for employment.
