    It is stipulated that the Ministry of Interior shall be in charge of trade unions (Art. 3). Employees in administrative or educational agencies of governments and employees in munition industries are not allowed to organize a trade unions (Art. 4). The Act provides for the establishment of trade unions; membership and organization of trade unions; operational funds of trade unions; government supervision over trade unions; protection of trade unions'personnel and property and dissolution of trade unions.

    Defines labour disputes as rights disputes (over laws, regulations, collective agreement and labour contracts) and adjustments disputes (over conditions of work). Rights disputes can be settled either by conciliation procedures or judicial procedure. Adjustment disputes shall be settled by conciliation or arbitration procedures.
