Introduces the rights of the minors who are in the institutions which carry out preventive work. Chapter II establishes the general directions of the activity of state bodies, institutions and other organizations who carry out the prevention of neglect and juvenile delinquency. Chapter III regulates the procedure of locating minors in special educational institutions and special health care-educational institutions. Chapter IV deals with the final provisions.
