- power protection and transmission and regulation of power systems;
- oil and gas exploration and exploitation; gas production and supply;
- aviation and maritime safety assurance;
- provision of telecommunications network infrastructure; postal services for state agencies;
- clean water supply, water drainage and environmental sanitation in centrally run cities; and
- direct services for security and national defence.
