Résumé/Citation: The Law is based on the Principles of State Language Policy in accordance with the provisions of the Constitution, the Ukrainian Declaration on the Rights of Nationalities (1991), the Law of Ukraine "On ratification of the European Charter for Regional or Minority Languages", as well as in accordance with the principles of enshrined in the UN International Covenant on Civil and Political Rights, and the European Convention on Human Rights and Fundamental Freedoms.

Repeals the following:
- Law of Ukrainian Soviet Socialist Republic (SSR) on Languages in the Ukrainian Soviet Socialist Republic (Vedomosti Verxovnoi Radi Ukrainskoi SSR, 1989, No. 45, p. 631, No. 21, p. 204, No. 31, p. 393, Vedomosti Verxovnoi Radi Ukraini, 1995, No. 13, p. 85, 2003, No. 24, p. 159);
- Resolution of the Ukrainian RSR Verkhovna Rada on the procedure of giving effect to the Ukrainian RSR Law on Languages in the Ukrainian Soviet Socialist Republic (Vedomosti Verxovnoi Radi Ukrainskoi SSR, 1989, No. 45, p. 632).

Amends the following:
- Law of Ukraine on Education (Vedomosti Verxovnoi Radi Ukrainskoi SSR, 1991, No.345, p. 451);
- Law of Ukraine On Pre-School Education (VVRU, 2001, No. 49, p. 259);
- Law of Ukraine on General Secondary Education (VVRU, 1999, No. 28, p. 230);
- Law of Ukraine on Non-scholastic Education (VVRU, 2000, No. 46, p. 393);
- Law of Ukraine on Higher Education (VVRU, 2002, No. 20, p. 134);
- Law of Ukraine on National Minorities (VVRU, 1992, No. 36, p. 529).
