These Rules, made under s.13H of the Immigration Ordinance, provide for the treatment, control and conduct of Vietnamese boat people in detention centres and for the management and security of, and the maintenance or order, discipline, cleanliness and hygiene in, the detention centres and for the punishment of offenders.
