The Act was adopted before the end of the date of expiration of the Industrial Relations Ordinance 2011 (No. 5 of 2011) on the 17th of March 2012. This Act extends to all of Pakistan. It also applies to all establishments and industries in the Islamabad Capital Territory or carrying out business in more than one province. Article 1(2) lists the categories of persons excluded from the scope of application of the Act.
