Amends section 2 (3),section 5, section 6 (2), section 7 (4) and section 8b, 8e, 10, 11, 48a, 52 and 62a respecting, inter alia, scope, the National Supervisory Authority for Welfare and Health (Valvira) and the Finnish Environment Institute, occupational safety inspectorate, the local chemical supervisory authority, national advisory service, authorities referred to in some of the European Community regulations, chemicals, hazardous chemicals, delivery of data on chemicals, chemical infraction and exclusions applicable to the national defence. Section 2 (3) and section 8 b and 62a as amended by Act 628/2007, section 5, section 6 (2), section 7 (4), section 8e and section 10 (Swedish wording of Act) as amended by Act 491/2008, section 11 as partially amended by Acts 1412/1992 and 12/1997, section 48a as amended by Acts 1412/1992, 368/1998 and 628/2007 and section 52 as amended by Acts 404/2002, 628/2007 and 491/2008 .

Introduces to the Act a new section 44b (exceptions to the limitations of the REACH ordinance).
