The purpose of these Regulations is to specify the technical rules on the basis of which ships are certified seaworthy and load line certificates, port departure certificates and vessel certificates are issued; and to set out load line limits, operating areas and the procedures and principles relating to the practice and certification of these (article 1).
These Regulations have been prepared on the basis of Articles 2, 3, 4, 5, 6 and 11 of Law 4922 on the Protection of Life and Property at Sea, dated 10/6/1946 and Decree Law 491 on the Organization and Duties of the Undersecretariat for Maritime Affairs, dated 10/08/1993 (article 3).
