Repeals articles 3e and 10d. Amends art. 3-3e, 4 and 7 concerning conditions for employers' right to subsidies for recruiting persons who qualify for a "new start" job, art. 10, 10c, 12 and 16 concerning the time frames and amounts for the "new start" employment subsidies. Adds art. 12a and 12b concerning reimbursement of normal employer fees when recruiting persons between the age of 20 and 26 who qualify for "new start" employment.
