Makes a large number of amendments to the Constitution, in particular article 21 which states "The State attaches great importance to the development of the economy in conjunction with cultural and social development by giving priority to human resource development." See also article 27 concerning the development of skilled labour, article 28 concerning social security, article 29 concerning rights of women, as well as article 39 concerning the right to work.
