Provides for basic education and compulsory schooling. The extent of the basic education syllabus is to be nine years (section 9). Compulsory schooling is to start in the year during which the child turns seven years old and shall end when the basic education syllabus has been completed or ten years after the beginning of compulsory schooling (section 25).
