Second Region

Provides that minors are to be detained only as a last resort (section 4AA). In addition, gives the Minister the power to grant a visa to a detained migrant under certain circumstances (section 195A). The Minister may decide that a person is to stay in a particular place rather than being placed in a detention centre (Part 2, Division 7B). Also provides for reports on persons in detention for more than 2 years (Part 8C).
