Chapter I: Basic rights (including freedom of religion, expression, thought, association, privacy and liberty). Employment shall be promoted and Dutch nationals shall have free choice of work (Art. 19). The government shall also insure distribution of wealth, sustainment of the environment, and the subsistence and health of the population
